Dear Mrs Pucinskaite,
Thank you for your letter of 3 October to which I have given my full consideration.
Firstly, I would like to say that I was very sorry to see you, one of the best athletes in the world, distanced in the Elite Women's Road World Championship following the crash towards the end of the race.
I can understand that it has been difficult for you to accept this incident.
You will be aware that each year the UCI delegates the technical and logistical organisation of the World Championships to a local Organising Committee. In particular, the Organising Committee is responsible for preparing the circuit and ensuring its safety.
Installing barriers around the circuit is considered the most important procedure in ensuring the safety of the riders and the public. In Stuttgart, over 37 km of barriers were put in place.
However, on Saturday 29 September, during the Women's race, strong gusts of wind were localised– 85 km/h or 8/9 on the Beaufort scale according to the meteorological services – especially around Maybachstrasse and Stresemannstrasse. As a result of these gusts of wind, two lines of barriers were overturned, one of which unfortunately occurred as the riders passed.
This was an event that was completely unforeseeable by the race organisation. The measures taken by the Organising Committee to ensure safety cannot be faulted in this respect.
I remain at your service.
Yours sincerely,
Pat McQuaid
UCI President
Egr. Sig. Presidente Pat McQuaid
Edita Pucinskaite.
